is it possible to send message alerts to a single user based upon his or her unique toolbar id?

You can add iDynamic XML into toolbar with such a link:

http://www.yourserver.com/yourscript.php?tid=%toolbar_id

and generate xml according to user id (i.e. you can generate different
text/buttons)
