I've build a toolbar to test the product, seems good enough for what we have in mind.
But I noticed that all files (almost all) installed in the installed programs folder are copied to the all users\application data\toolbar4 folder when IE opens. When closed, the folder is partially cleaned.
Is this the normal behaviour ?
And is there a workaround to do this only in the current user\application data folder ?
We are trying to test the toolbar in a virtualised IE6 browser (with MS App-V) and encountered this as a problem.

Yes, cache folder of toolbar is stored in this folder. We can change the default location for you at additional cost.
The files will be removed upon closing the browser.
