CustomXML initial values

Hi all,
I built a toolbar that has a few CustomXML elements. I am creating these elements from my Web server. The issue is that some times when the toolbar is initially loaded, the server is down.

This leaves me with very "ugly" toolbar, with some of the buttons missing.

I am thining of using a local_stub file for the "no server case". Still, it take 4-5 seconds for the toolbar to detect that the server is down.
Is there an option, to somehow set the initial value of the CustomXML for the first time?
